If you want to use a decoration on a weapon, you'll need to upgrade it enough first. When it comes to armor, though, you'll need to craft the beta version of the desired piece – alfa versions come with two skills, while beta versions have one skill and one gem slot.

Most of the time, you'll get decorations from appraisal items, like the Mysterious Feystone. These can be obtained as quest rewards, bought from some merchants, or received from the Tailrider Safari.
